Jackson County Emergency Rental Assistance Program (ERAP):

WHO: Community Services League (CSL) and United Way of Greater Kansas City have formed a

collaborative partnership to implement and administer Jackson County’s $11,550,205 federal

rental assistance. Funds will be used to assist eligible households that are unable to pay past due

rent and utility bills due to the COVID-19 pandemic.

WHAT: The Emergency Rental Assistance Program (ERAP) provides financial assistance and housing

stability services in Eastern Jackson County to eligible rental households who demonstrate a risk

of experiencing housing instability, have seen their income reduced by the COVID-19 pandemic,

and earn a household income at or below 80% of the area median income. Rental and utility

assistance payments are made directly to the landlord or utility provider on behalf of the tenant.

information is also available for Spanish-speaking families at Grandview Assistance Program (GAP), Raytown

Emergency Assistance Program (REAP), and Hope House, in addition to CSL’s locations, are

serving as application hubs with dedicated ERAP Case Managers.

WHY: The $11.5 million grant is part of the Consolidated Appropriations Act of 2021, which

established a $25 billion Federal Emergency Rental Assistance Program for state, county, and

municipal governments.

    Residents of Grandview, MO seeking emergency assistance funds for rent and/or basic utility assistance MUST submit an online application at

    Once an application is submitted, a member of the Community Services League will assign the application to the appropriate organization representing the application's head of household's zip code.  If additional documentation or information is needed to complete the application, the Grandview Assistance Program ERAP Case Manager will contact you to discuss next steps in collecting further documentation.

    Online Emergency Assistance Application:

    You will need the following information and documents:

  1. ID for al household members 18+
  2. Proof of Income for household members. Applicant can also use 2020 Taxes 1040 or 1040EZ for proof of income.
  3. Unemployment award letter (if applicable)
  4. SSDI/SSI Benefits (if applicable)
  5. Alimony/Child Support (if applicable)  
  6. TANF Benefits (if applicable)
  7. Copy of your LEASE. 
  8. Invoice from landlord showing past due amount with mailing address
  9. IRS form W-9
  10. Proof of COVID-19 Hardship
  11. Invoice from utility company (electric, water, sewer, gas/propane, trash). Must include property address and entire account number alone with delinquent amount.
